Two Super Bowl appearances (1981, 1988) both lost by a possession to Joe Montana's 49ers, and a third heartbreaker to the Rams in 2021 that saw a missed field goal try in overtime end the dream. A franchise with Boomer Esiason, Ken Anderson, and now Joe Burrow has been agonizingly close three separate times without ever hoisting the Lombardi.

Cleveland Browns▲ Rising

Los Angeles Chargers
Dan Fouts's Air Coryell offense revolutionized passing in the late '70s and early '80s yet never won it all, and the franchise's lone Super Bowl trip (1994) ended in a 49-26 rout by San Francisco. Relocation from San Diego to LA in 2017 only added disorientation to a résumé already defined by playoff collapses and homegrown stars who left empty-handed.

Tennessee Titans
